   Debate in the House of Representatives is subject to rigid controls. Extended debate takes place on a limited number of measures. In some sessions of the Congress, bills dealing with foreign aid, social security and national defense have occupied the House for weeks. Proposed laws have been fought over line by line, even word by word. But the rules of the House permit drastic limitations on debate when the leadership of the majority party decides to force a vote on a measure.
   In the Senate when a Senate committee reports a non- controversial bill, its spokesman moves for its immediate consideration if no member objects, discussion begins at once. Non-controversial legislation may be quickly disposed of, but some bills are subject, as a rule, to a lengthy discussion. F group of senators may organize a filibuster they attempt lengthy discourse. The Civil rights Acts of 1964, for example, provoked debate lasting for eighty-three days. It was the longest filibuster in history and was brought to an end by the drastic action known as « closure «.When this device is employed, sixteen senators must sign a proposal to limit debate; when that proposal is approved by a two- thirds majority, each senator is restricted to one hour for debate.
