de interest groups, individual constituents, or the president want to propose legislation, the must first persuade a member of Congress to sponsor their proposal. However, the road to passage for most legislation is long and difficult; few bills ever become law.
  Committees. After a bill is introduced, it is assigned a number and referred to the appropriate committee. If the committee chair thinks a bill is worthy of consideration, a subcommittee will hold public hearings in which witnesses testify for and against the proposed legislation. If the subcommittee approves the bill , it then gives the bill to the full committee. The full committee will approve or kill the bill. If approved, it will eventually be sent to the House or Senate for debate.
  The debate and Vote. Rules for the debate in either of the two houses are set by a powerful rules committee. Generally, House members are held to a strict time limit for debating a bill, while senators are commonly given unlimited time for debate. Bills are offer amended during committee hearings and floor debates, and at some point a final vote is called or a bill is killed by being sent back to committee.
  In the house of Senate pass different versions of the same bill, a conference compromise bill is the returned to each chamber for a final debate and vote. If both the House and Senate pass the same version of bill, it is sent to the president. The president can sign the bill into law or veto it. If he vetoes,
